Whitelisting Players
When you only want certain people to be able to join your server, you can setup a whitelist to prevent anyone who isn't on the whitelist from joining. You can follow our guide about how to how to setup a whitelist here: How to Use a Whitelist on Your Minecraft Server
Banning and Unbanning Players
Banning players is a more permanent way of preventing them from joining the server, especially if the server is public without a whitelist. Banning an account prevents that account from joining the server again unless it gets unbanned. Whereas banning an IP will prevent everyone at that location from joining the server. So if you ban an IP, and the user tries to join with a second account, they will not be able to. You can see examples for the ban commands by going to our useful commands overview and selecting the command from the command list:

Player Management Plugins
If your server is a Bukkit or Spigot server, there are a range of plugins that will help you manage your players. Some of these plugins manage what the player can do, such as not being able break or place blocks until they are allowed to, and some plugins will allow you to keep track of warnings/punishments on a player so you can keep a log of what warnings that player has gotten.
